Taiwan's Trade Remedy Commission Makes an Affirmative Preliminary Injury Determination in the Antidumping Duty Case Concerning Cold-rolled, Flat-rolled Non-oriented Electrical Steel Products from Korea and China
On February 10, 2026, the Trade Remedy Commission of the Ministry of Economic Affairs (MOEA) made an affirmative preliminary determination in its injury investigation involving cold-rolled, flat-rolled non-oriented electrical steel products from Korea and China. The Trade Remedy Commission found that there is a reasonable indication that the domestic cold-rolled, flat-rolled non-oriented electrical steel products industry is materially injured by reason of imports from Korea and China that are alleged to have been sold in Taiwan (ROC) at less than normal value. Under the jurisdiction set forth in the Regulations Governing the Implementation of Countervailing and Antidumping Duties, the MOEA is in charge of investigation into whether a Taiwan (ROC) industry is injured by reason of imports. As a result of the MOEA's affirmative preliminary determinations, the Ministry of Finance will continue to conduct a dumping investigation on imports of cold-rolled, flat-rolled non-oriented electrical steel products from Korea and China, and its preliminary determination will be made within 70 days (unless extended) after the day following receipt of notification of the aforementioned determination. The public version in Chinese of the preliminary injury investigation report will be available after March 10, 2026 on the International Trade Administration's website https://www.trade.gov.tw/.

Postponement of the Preliminary Injury Determination of an Anti-dumping Duty Case on Cold-rolled, Flat-rolled Non-oriented Electrical Steel Products from Korea and China
The Ministry of Economic Affairs (MOEA), considering the need to process additional information, and in compliance with Articles 12 and 18 of the Regulations Governing the Implementation of the Imposition of Countervailing and Anti-dumping Duties, has decided to postpone to February 13, 2026 the preliminary injury determination of an antidumping case on cold-rolled, flat-rolled non-oriented electrical steel products from Korea and China.

Holding a Hearing in a Preliminary Injury Investigation of the Anti-dumping Duty Case on Cold-rolled, Flat-rolled Non-oriented Electrical Steel Products from Korea and China
The International Trade Administration (TITA) of the Ministry of Economic Affairs (MOEA) will hold a hearing as a venue for face-to-face communication between representatives of domestic producers, foreign producers and exporters, importers, and other interested parties. The hearing will be held on January 15, 2026, 2:00 p.m., at room 201DE of the Taipei International Convention Center, located at No. 1, Section 5, Xinyi Road, Taipei City, Taiwan, R.O.C. Those who wish to attend the hearing shall register through the TITAs website: https://www.trade.gov.tw, or by fax or email before January 13, 2026. The hearing shall be held in Chinese. Foreign participants who intend to state their opinions in a foreign language shall bring their own interpreters. Persons who signed up to present their views in the first phase of the hearing are also invited to attend the pre-hearing meeting, which will be held at 1:40 p.m. prior to the hearing, in order to arrange the sequence and time allocation of the presentations in the first phase of the hearing.

Certain Flat Hot-Rolled Steel Products and Beer from China Injure Taiwan Industry, says Taiwan Trade Remedy Commission
On October 29, 2025, the Trade Remedy Commission of the Ministry of Economic Affairs (MOEA) made affirmative final determinations in its injury investigations involving two cases: one involving imports of certain flat hot-rolled steel products from China and the other involving imports of beer from China. The Trade Remedy Commission found that the domestic flat hot-rolled steel products industry and the domestic beer industry in Taiwan (ROC) are materially injured by reason of imports from China that have been found by the Ministry of Finance to be sold in Taiwan (ROC) at less than normal value. Under the jurisdiction set forth in the Regulations Governing the Implementation of the Imposition of Countervailing and Anti-dumping Duties, the MOEA shall notify the Ministry of Finance of its final determination. As a result of the affirmative final injury determination, the Ministry of Finance shall determine whether to impose an anti-dumping duty within 10 days from the next day of receipt of the foregoing notice from the MOEA. The public version of the final injury investigation reports in Chinese will be available after November 28, 2025 on the International Trade Administration's website (https://www.trade.gov.tw/).
