ITC Has Completed a Negative Final Injury Determination in the Antidumping Duty Investigation of PC Strand from South Korea, Thailand and Malaysia

On Octobor 25, 2001, the International Trade Commission of the Ministry of Economic Affairs ( hereinafter referred to as the "ITC" ) made a negative final determination that an industry in ROC is not being materially injured or threatened with material injury by reason of imports of PC Strand from South Korea, Thailand and Malaysia that have been found by the Ministry of Finance to be sold in ROC at less than normal value.
As a result of the negative final determination, the ITC shall transfer this case to the Ministry of Finance for an official termination.
The public Chinese version of the final injury investigation report is expected to be available after November 5, 2001 from the website http://www.moeaitc.gov.tw or from the office of the Investigation Division of the ITC.
FACTUAL HIGHLIGHT
Product Description: The imported products subject to this investigation are Uncoated Stress-relieved Steel Strands for Pre-stressed Concrete(PC Strand)of 7 wires with diameters of 12.7mm and 15.2mm which are generally used in pretensioned bridge beams. The PC strands are manufactured to specifications such as G3073 of CNS 3332 , ASTM A416, BS 5896 or JIS G3536. The PC Strands subject to this investigation were classified under subheading 7312.10.90.10 of the Customs Import Tariff and Classification of Import and Export Commodities of the Republic of China, and have been changed to subheading 7312.10.90.12 since October 15, 2000.
Status of Proceedings: 1.Type of investigation: Final antidumping investigation. 2.Petitioner: Taiwan Steel Wire and Wire Rope Industries Association. 3.Date of the institution of final investigation by the ITC : August 29, 2001. 4.Date of the ITC hearing : September 25, 2001. 5.Date of the ITC vote: October 25, 2001. 6.Date when the MOEA determination shall be sent to the Ministry of Finance: by November 5, 2001.

Industry: 1.Number of producers during the period, January 1, 2001-June 30, 2001: two. 2.Location of producers plants: Taoyuan, Tainan. 3.Employment of production and related workers during the period, January 1, 2001-June 30, 2001:85. 4.Apparent R.O.C. consumption during the period, January 1, 2001-June 30, 2001: about 28,866 metric tons. 5.Market share held by the domestic like product during the period, January 1, 2001-June 30, 2001: about 78%.

Imports: 1.Subject imports from South Korea, Thailand and Malaysia, during the period, January 1, 2001-June 30, 2001: about 3,373 metric tons. 2.Subject imports from third countries during the period, January 1, 2001-June 30, 2001: about 2,933 metric tons. 3.Leading import sources during the period, January 1, 2001-June 30, 2001:Indonesia, Thailand, Malaysia, South Korea.
