The ITC of the MOEA Has Completed a Negative Final Injury Determination in the Antidumping Duty Investigation of Certain Hot-rolled Steel Plates from Brazil, Ukraine and Russia

On February 29, 2000, the International Trade Commission of the Ministry of Economic Affairs(hereinafter referred to as the "ITC") made a negative final determination that an industry in ROC is not being materially injured or threatened with material injury by reason of imports from Brazil, Ukraine and Russia of Certain Hot-rolled Steel Plates that have been found by the Ministry of Finance to be sold in ROC at less than normal value.
As a result of the negative final determination, the ITC shall transfer this case to the Ministry of Finance for an official termination.
The public Chinese version of the final injury investigation report is expected to be available by March 13, 2000, from the office of the Investigation Division of the ITC. If you would like to have a copy of this report, please contact us.
FACTUAL HIGHLIGHT
Product Description: The imported products subject to this investigation are Certain Hot-rolled Steel Plates which are generally used for factory structures, oil tanks, pipes, bridges, buildings and vessels. The Certain Hot-rolled Steel Plates subject to this investigation are currently classifiable under subheadings 7208.40.20.10, 7208.51.20.00, 7208.51.30.00, 7208.51.40.00, 7208.52.10.20, 7208.52.20.20, 7208.52.30.20 and some other subheadings of the Customs Import Tariff and Classification of Import and Export Commodities of the Republic of China.
Status of Proceedings: 1. Type of investigation: Final antidumping investigation. 2. Petitioner: Taiwan Steel & Iron Industries Association. 3. Date of the initiation of final investigation by the ITC: January 5, 2000. 4. Date of the ITC public hearing: January 26, 2000. 5. Date of the ITC vote: February 29, 2000. 6. Date when the MOEA determination shall be sent to the Ministry of Finance: by March 13, 2000.
R.O.C. Industry: 1. Number of producers during the period, January 1, 1999-December 31, 1999: three. 2. Location of producers' plants: Kaohsiung. 3. Employment of production and related workers during the period, January 1, 1999-December 31, 1999: around 500. 4. Apparent R.O.C. consumption during the period, January 1, 1999-December 31, 1999: 1,352,703 metric tons (MT). 5. Market share held by the domestic like product during the period, January 1, 1999-December 31, 1999: 65%.
