Institution of the injury investigation of a sunset review concerning the antidumping duty order on Portland Cement and Clinker from South Korea and the Philippines

On July 19, 2002, the Ministry of Finance (MOF) issued an antidumping duty order on imports of Portland Cement and Clinker from South Korea and the Philippines. On May 2, 2007, the MOF, pursuant to the Regulations Governing the Implementation of the Imposition of Countervailing and Antidumping Duties (hereinafter referred to the Regulations), and a request by Asia Cement Corp., Taiwan Cement Corp., Lucky Cement Corp. and Hsing Ta Cement Co. Ltd., initiated a sunset review concerning the antidumping duty order on the aforementioned case.

Following the initiation of the case concerned by the MOF, the Ministry of Economic Affairs is instituting an injury investigation to determine whether the expiry of the antidumping duty order would be likely to lead to continuation or recurrence of material injury. Pursuant to the Regulations, the aforesaid investigation shall be conducted by the International Trade Commission (ITC), MOEA.
The injury investigation will be concluded within a period of 8 months beginning May 2, 2007. If necessary, the period may be extended, but the investigation shall not exceed 12 months. In order to proceed with the injury investigation, the ITC will send questionnaires for the known interested parties (including domestic producers, importers, foreign producers/exporters and purchasers) to fill in, hold hearings, and disclose the essential facts that form the basis for a determination.
