ITC Makes an Affirmative Preliminary Injury Determination in the Countervailing Duty Case Concerning Certain Flat-rolled Steel Products Plated or Coated with Zinc or Zinc-alloys from China
Publish Date: 2018-06-20
On June 14, 2018, the International Trade Commission (ITC) of the Ministry of Economic Affairs (MOEA) made an affirmative preliminary determination in its injury investigation involving a countervailing duty case concerning flat-rolled steel products plated or coated with zinc or zinc-alloys from China.

According to the affirmative preliminary determination, the ITC found that there is a reasonable indication that an ROC industry is threatened with material injury by reason of imports of flat-rolled steel products plated or coated with zinc or zinc-alloys from China that are alleged to be subsidized by the government of China.

Under the jurisdiction set forth in the Regulations Governing the Implementation of the Imposition of Countervailing and Antidumping Duties, the MOEA shall make an investigation, conducted by the ITC, as to whether there is any injury to an ROC industry in a countervailing duty case. As a result of the MOEA's affirmative preliminary determination, the Ministry of Finance will continue to conduct a subsidy investigation of imports of flat-rolled steel products plated or coated with zinc or zinc-alloys from China, and its preliminary determination will be made within 70 days (if not extended) after the next day of receipt of a notice of the foregoing determination.

The public Chinese version of the preliminary injury investigation report is expected to be available after July 16, 2018 from ITC's website http://www.moeaitc.gov.tw.
